Summary
Would codify a complete BAN on high school NIL into Wyoming state law (W.S. 21-25-401). This is the most aggressive anti-NIL legislation in the United States.
Key Provisions
Capitalizing on Fame Prohibited
Receiving money, gifts, or merchandise related to status as an athlete results in forfeiture of eligibility.
Monetary Prizes Banned
Accepting any award or prize exceeding WHSAA-approved value is prohibited.
Professional Contracts Prohibited
Signing any professional contract results in immediate permanent ineligibility.
Family Exception
Parents can still provide normal allowances and support for sports participation.
Camp Stipends Allowed
Small stipends for coaching youth camps or officiating rec games remain legal.
Current Law
Wyoming already prohibits high school NIL through WHSAA rules. In October 2025, the WHSAA board voted down a proposal to allow NIL after pressure from school boards citing desire to keep sports "pure."
Potential Impact
If passed, Wyoming would be the only state with a statutory (legal) ban on high school NIL, making it effectively impossible for a Wyoming high schooler to earn NIL without moving out of state.
