   All student-athletes with NIL must sign "Zero Tolerance" - violations void contracts.

 ###  SB 2213 Soft-Shell Mandate

   Padded helmet covers required Aug 2026 - creates new equipment endorsement category.

 What Rhode Island prohibits

    No school affiliation - school names, logos, mascots prohibited in ads

   "Uniform Ban" - school team uniform = immediate eligibility loss

   No performance bonuses - must be paid for "Likeness" not "Stats"

   No institutional facilitation - coaches/ADs cannot find or arrange deals

   Vice bans: Alcohol, tobacco/vaping, cannabis, gambling/sports betting (high priority), adult entertainment, weapons/firearms
