 ###  NHIAA Emergency Pivot

   Board adjusted NHIAA Handbook to permit NIL - previously any "gift or benefit" meant disqualification.

 January 1, 2025

 ###  Cost of Attendance Clarification

   NHIAA clarified deals must be "market rate" amid prep school recruitment pressure.

 September 1, 2025

 ###  Fair Play Act Expected

   If study concludes as planned, formal state-level protections take effect.

 January 7, 2026

 ###  HB 312 Interim Study

   Fair Play Act referred for study - would codify NIL so NHIAA can never "re-ban" it.

 Key Provisions
----------------

 What New Hampshire allows

    "Late Bloomer" - Joined after MA and ME to prevent talent drain

   HB 312 "Fair Play Act" would codify NIL into state law (currently in Interim Study)

   Policy 3.7.1 governs amateur status - strict "No Marks" enforcement

   All deals must be "market rate" to avoid becoming signing bonuses

   $250 traditional athletic award cap (NIL earnings unlimited)

    Strict "No Marks" Policy - school names, nicknames, logos, uniforms prohibited

   "Lending Ban" - cannot lend name AND team affiliation for commercial purposes

   No performance incentives - pay-per-touchdown = immediate eligibility loss

   $250 athletic award cap for trophies/medals

   Vice bans: Adult entertainment, alcohol, tobacco/vaping, cannabis, gambling (despite legal sportsbooks), weapons, pharmaceuticals
