  Summary
-------

 Creates comprehensive NIL framework for UH student-athletes. Affirms athletes may earn NIL compensation, requires university policies for institutional agreements, third-party disclosures, athlete education, and NCAA compliance.

   Key Provisions
--------------

 ### NIL Rights Affirmation

Affirms that UH student-athletes may earn compensation for name, image, and likeness.

### Institutional NIL Program

Includes $5 million appropriation request to establish institutional NIL program at UH.

### Athlete Agent Registration

Prohibits unregistered individuals from providing NIL-related professional representation.

### Consumer Protection

Updates state law to clarify definitions, contract requirements, and disclosure obligations.

### Reporting Requirements

Mandates reporting to Legislature with sunset date of June 30, 2030 for review.

### High School Pathway

Supporters argue this creates precedent for HHSAA to follow with high school reform.

    Current Law
-----------

HHSAA Section 2.I strictly prohibits "capitalizing on athletic fame." Awards are capped at $250 value. Hawaii is one of approximately five remaining holdout states.

  Potential Impact
----------------

 If passed, could pressure HHSAA to allow high school NIL by 2026-27 season. Without reform, Hawaii continues losing prep talent to California prep schools.
